PETRONAS Oil Subsidies - Subsidise or Not Subsidise?

Since this blog is not just about my success and my personal life, but also includes discussing issues pertinent to our daily life, I was called into action to write something about one of the most important issues that has gripped the nation for the past year due to increasing world oil prices. The truth is I am not into politics and prefer to stay outside of the hu-ha of MALAYSIA’s 2008 GENERAL ELECTION. But this is serious issue that could affect the future of our younger generations. I would like to see a better MALAYSIA regardless of who rules it. Be it BARISAN NASIONAL, PAS, PKR or DAP.

PAS, DAP & PARTI KEADILAN RAKYAT MANIFESTO’S

It has caused me to wonder why the focus of the manifestos of PAS, DAP and PKR are so much on reducing oil prices at the pump as reducing the cost of petrol and diesel to consumers only affect a small portion of the society. Just tell me how much of our low income earners actually spend on petrol or diesel? Take for example someone who rides a bike daily to work, how much do you think he spends on petrol every month? I would say the most could be less than RM100 a month. Now tell me how much does someone who drives a mercedez, bmw, land rover, volvo, audi and other types of high gasoline guzzlers and who also has more than one car actually spend on petrol every month? My fair guess would be more than RM400 a month. So should we allow the Government to take people’s money and subsidises the rich? Who says by increasing oil prices will affect the poor? How do you think those our poor neneks and datuks who still ride bicyles to get around will be affected by oil increase?

PAKCIK MISKIN NAIK BASIKAL

SHOULD DAP, PAS AND PKR TAKE THIS PAKCIK’S MONEY AND GIVE IT TO THE RICH WHO DRIVES A BMW? HOW COULD THIS PAKCIK WHO RIDES A BICYCLE AROUND THE KAMPUNG CAN BE AFFECTED BY RISING OIL PRICES..?

Some of you may feel a bit unease with my statement above, yes, some of you might think that the price of other consumer products such as cooking oil, roti canai and so on will increase because of the oil price hike. Nope, by right they shouldn’t! You have various types of cooking oils. You have those based on palm oil, soya and these are totally unrelated to the price of crude oil!! These are based on plants and commodity prices in its own market. The more we plant them, the more supply we have for palm oils and soya and the price will drop accordingly. Those “penyangak” operating unreasonable “mamak restaurants” and small retailers just like to use this as a stupid reason to profit more. So far, the government has been doing the right thing by putting these products under controlled items act. To help the poor, the incumbent government has also provided diesel subsidies to our fishermen. This is a step in the right direction. Although I understand there are issues about fishermen not going to the sea capturing the fish but selling the diesel to outside parties but this is totally separate matter but I believe the main objective of helping the fishermen to have a better life has been fulfilled. Through the use of fleetcard system, transport operators that are serving the low to middle income bracket in MALAYSIA have also been able to get discounts on diesel. This is more targeted rather than increasing fuel subsidies across the board.

REDUCING THE PRICE OF PUBLIC TRANSPORT

I wish all of the political parties should read this statement. Why bother about oil subsidies? Why no one actually bothers about reducing the travel costs on LRTs and busses? These are the main medium of transport of low to middle income earners don’t you agree? LRT’s monthly ticket has increased from previously moderate at RM60 to RM90 and this year the price has further increased to RM100 (for travels on LRT only). This is a bit too much for me and when this happens, I can really feel the pain. So why not campaigning for a lower ticket price of public transport or making it totally FREE even. This will definitely increase its usage thus sharp reduction in domestic oil demand and subsequently the oil subsidies burden of the government? It can also reduce the problem of traffic congestion and not to mention making buildng more access roads and bridges irrelevant or redundant! Thus saving more people’s money. The fact is it has more than tripple whammy effect! Sometimes you just need to think out of the box to solve issues. The focus should be on the solution not on the issue! I bet if we can make LRT free, it will affect more low to middle income earners’ lives rather than reduction of oil price can ever have. Now the future government only have to:

  • Create more parking space at the LRT stations which is lower than the costs of building SMART tunnels, bridges etc.
  • Add more carriages to PUTRA and STAR trains as now the carriages have been severely congested and the Transport Minister should try to take LRT during peak hours in the morning to know what I mean.

The pledge of all Opposition parties to reduce oil price if elected has made me worried unduly as they are not tackling the crux of the issue. The government under PAK LAH has correctly maintained the oil price in the face of current rising oil prices environment. PAS’ statement in its manifesto, “To ensure that the price of petrol and diesel be reduced and maintained at a reasonable price as to suppress Inflationary pressure on all goods and services” is totally out of context and does not hit all the right buttons! The same goes for DAP and PKR who are totally and equally clueless about petroleum resource management.

THE LOGIC

Often subsidies are a way of deferring economic shocks that are near inevitable. If you keep supporting subsidies ignoring all economic logic and global conditions, when they invariably do catch up the blow can be very severe. On the other hand a gradual rise in prices can lead to a smoother transition to a world of necessarily higher energy costs. Continued subsidisation will lead to artificial demand and penalise the economy in the long term.

WHY PETRONAS SHOULDN’T SUBSIDISE

Petronas is not the only player in the domestic products retail market and it would be unfair for Petronas, which holds only a 30 per cent market share, to subsidise petrol and diesel prices as it would mean that it is subsidising all the other domestic fuel oil companies such as SHELL and EXXON-MOBIL in Malaysia. Requiring the other oil companies in Malaysia to also subsidise prices of petrol and diesel would likewise be unfair as it would eat up the already slim margin they are making under the Automatic Pricing Mechanism. Worse still, it may drive the companies out of Malaysia and cripple the country’s petroleum products retail system.

In the previous interview by Business Times, YBhg. Tan Sri Mohd Hassan said “as a business entity, imposing additional burden of subsidising petrol and diesel prices may have serious implications on international investors’ confidence in Petronas. It may result in downgrading of the oil company’s ratings by international rating agencies“, he added. PETRONAS has suffered big rating drop during financial crisis due to its bail out of certain companies and it has made them difficult to raise funds to finance its exploration business. It takes sometimes for it to build it its cash reserves again and get an upgraded rating.

In addition, up to 31 March 2007, PETRONAS has contributed about RM 336 billion to the government in the form of taxes, dividends, export duties and royalties. This amount is huge.

Do you know that PERTAMINA in Indonesia has run into trouble during the financial crisis in 1997-98 because its heavy subsidisation of domestic fuel oil? High subsidies has resulted in low cash for exploration activities to sustain its revenue as a result banyak yang tergadai! They have to give up some fields to EXXON-MOBIL to do the exploration work and get the most oil from its country. Indonesia only gets very small portion of its own reserves! All because they don’t have the money to spend on exploration costs. So do we want to repeat the same mistake? You can read about PERTAMINA here. The fact of the matter is that PETRONAS is already currently paying a significant amounts of its net profit to MALAYSIAN government as dividend and subsidising the our electricity for about RM6.1 billion (in FY06/07). PAS even said, they would like to put PETRONAS under the parliament to scrutinise its spending. What is this supposed to mean? If they believe, current money contributed by PETRONAS is mismanaged, why did they PROPOSE to take out more money from PETRONAS? Wouldn’t this a reflection of further mismanagement? Not only money but future generations resources? If they do believe the current fund is mismanaged, why not take the current money and use it in a correct way without having to resort to further extraction of money from PETRONAS? The current so called “funds being mismanaged” can be diverted to the “correct” way of spending such as oil subsidies or public transport funding. Our national oil reserves are depleting, if PETRONAS does not have enough money to invest overseas to diversify its operations, we all will be at the losing end. PETRONAS currently contributes almost 30% of our GDP, what if this 30% is gone? This could also mean no free education or domestic oil subsidies even. Guys, just don’t be lazy..please google the internet for issues on “oil subsidies”, “petroleum resource management”..just don’t take statements at face value! Don’t let the Opposition fool us on things that they don’t even know about.

  • COMMENTS BY JEFFOOI on PETRONAS Subsidies - Jeff Ooi is acutely aware of PETRONAS’ predicament and the depleting nature of our oil resources and even write it in his blog, but yet allow his party DAP to act otherwise.
COMMENT BY LIM KIT SIANG on PETROLEUM RESOURCES MANAGEMENT on his blog - “Therefore the DAP proposes that the Government legislate that 50% of our windfall from oil and gas is kept under lock and key, with the sole purpose for investment in human capital as well as research & development, over and beyond our typical expenditure on education and training“. If he suggests it should be kept under lock and key, why asking PETRONAS to contribute more that it already has? It has already contributed almost 50% of it NPBT to Government (Dividends, taxes, royalties and export duties). So what does he mean really?

So now hopefully you know what the real deal is.

    sokong robotik, sokong the truth.
Kalu rasa pembangkang tu semua salah, kenapa plak wujudkan pembangkang? Baik tak payah ada langsung, tak payah ngundi pun.
4.Tak pernah cuba, at least cuba lah nak tahu hasil dan perubahannya.Kalau cuba pun tak nak, macammana nak tahu betul ke tak apa manifesto tu.
Atas apa yang berlaku, kalau tak nampak lagi, tentulah hati dan mata dah dibutakan.

Setiap kali kenaikan harga minyak, maka hampir kesemua barang kegunaan rakyat akan naik. Cuba letakkan dibawah akta kawalan harga? Lihat apa yang terjadi? Ingat lagi kekurangan minyak masak beberapa bulan lepas? Lihat tv, bila ditanya para penyeludup tu, mereka kata dah lama buat kerja tu. Maknanya daripada waktu bekalan minyak masih stabil mereka dah seludup. Mereka seludup guna tongkang saja, bukan kapal kontena dik..
Kenapa sampai pengeluar boleh berkuasa sehingga kerajaan tak dpt buat apa2 bila mereka tak keluarkan stok minyak macam biasa? Satu lagi.. rakyat biasa macam kami ni mampu pakai minyak sawit saja dik.. minyak soya, minyak bunga matahari dan macam2 minyak mahal tu bukan mainan kami.Tu baru minyak.. ingat lagi tepung gandum dan gula dik?
bagaimana luasnya ladang tebu kat perlis tak mampu tampung bekalan gula kita.

Petronas dengan kuala lumpur city centre memang cukup sinonim. Pernah baca luahan hati peniaga melayu di sana? Ingat lagi pemilik butik levis di klcc? Bumiputera tu dik.. rekod bayar sewa bersih, tak pernah sangkut.

Pinjaman perniagaan? TEKUN, MARA, kami bukan along Cuma nak tolong.. semua suruh tunggu bila interview macam2 dijanji. Perit dik…

Wow. Sekarang adik bercakap tentang german pula.. pernah google tentang lebuhraya autobahn? Dan bandingkan pula dengan lebuhraya kita? Lebuhraya kita dik, bukannya jalan raya kita.

Tapi bukan seorang saja pemimpin kat parlimen. Ramai… takkan semua buat kesalahan yang sama? Takkan tiada yang menegur kesilapan demi kemakmuran Negara?

seriously, from an economist point of view, there’s no way oil prices will drop. this is a global issue. take this in with an open mind.

Sekarng terpaksa cari kerja part time nak cari duit lebih menanggung keluarga.
Pendapatan kami
sekitar RM800 hanya mampu membayar harga sebuah kereta mereka yg berpendapatan tinggi.Kami tak kisah harga minyak tapi takut dengan kenaikan harga barangan.Pendapatan kami sekadar cukup utk makan.
Kami mahu perubahan….kami mahu terbela…kami mahu kebajikan…

tentang harga minyak… napa pulak d berunai boleh harga nya murah?
hello bro… pls la.. kalau nk bt perbandingan, buat la perbandingan dgn negara pengeluar minyak. spore bukan negra pengeluar minyak . apa pun spore x de . harapkan pelabuhan ja . dgn serba serbi sumber yg kurang pun ekonomi spore lbh baik dr kita. ( kadar rasuah d s’pore antara yg terendah d dunia)

negra kita negra pengeluar minyak . ( mjual kpd negara lain) . kalau nk bt perbandingan harga minyak, kita patutnya buat perbandingan dgn negra pengeluar minyak spt brunei atau negara2 arab. kalau d buat perbandingan dgn spore, thailand memangla x patut .

cube buat perbandingan harga durian d negara jepun dan m’sia. kan lagi mahal d jepun pasal jepun mana ada durian.

utk makluman anda, minyak dr perut bumi m’sia ini adalah berkualiti tinggi ( kurang sulfer- krg pencemaran) dan harga nya lebih mahal . so minyak2 milik kita d jual kpd negara luar. (negara2 eropah) .kita rakyat m’sia pulak pakai minyak negara luar yg kualitinya x sebaik minyak dr perut bumi msia dan lebih murah. x pa yg penting boleh jalan.

Penjualan minyak kpd negara lain meyebabkan PETRONAS untung besar ( 80 billion slps cukai) . Tapi petronas ni sapa punya? bukan kah ia milik negara ? milik rakyat m’sia? seharusnya keuntungan nya d nikmati oleh semua rakyat m’sia. pelik bin ajaib PETRONAS untung besar tiap2 tahun tp harga minyak d kasi naik pulak. pasal apa?

tahun lepas d kasi naik rm.30 sen liter. kunun nya duit pengurangan subsidi akan d gunakan utk meningkatkan kemudahan pengangkutan awam. ada ko org nampak pengangkutan awam meningkat kualitinya? semua rakyat dr ke perlis sampai ke sabah membayar kenaikan minyak rm0.30 tp rakyat semua negeri ka dpt rasa perkhidmatan pengangkutan awam yg berkualiti? p sabah tengok.. sedih sgt … kesian kalo tgk bus2 nya. byk lagi kg x da jln raya ( sabah penyumbang hasil minyak kpd persekutuan).

JADI.. seharusnya harga minyak d m’sia ni lbh murah . kalau tak pun jgn balik2 naik. saya x la pandai sgt ekonomi tp perkiraan nya mudah.. minyak adalah kos. sebarang kenaikan minyak akan meyebankan kos terhadap perniagaan naik. maka penjual secara x lansung terpaksa naikan harga brg2 dan perkhidmatan.

sengsara nya sapa lagi kalau bukan rakyat… plz pikir guna MINDA - Mahkota Indah NIkmat Dari Allah..

ape yg dikatakn oleh Jack betol x dinafikn kita x boleh membandingkn hrga myk dg S’pore or Thailand..itu hanyalah contoh kecil utk dipertmbgkn..I’ve done research on that..again I might be wrong but at least take a look on that ok.. oil per liter for Brunei is $1.12 to 1.13 before subsidized by thier govt, after subsized it will become 31cent (in RM1.05),then thier country is much2 lower than us.Please remind that, this is before the international price hike. Now, this country held that oil will increase $100 per barrel (upon US declaration),so, whether this country like it or not, they are forced to increase it may be by 50 to 60 cents (in RM2.618),then which ever is lower??.For your information this country afraid about thier economic too.Even this country is rich and one of the exporter.they also have thier own problem and we do not know..e.g- whether they are utilizing thier oil control in a correct way or not..otherwise it will become like Iraq country and it goes to our country also.
The most important now is that, I think how our government would efficiently utilized the oil. dgn keaadaan myk yg semakin berkurangan..dgn ekonomi kita yg tidk menentu..memndgkan petronas adalah salah satu sumber terbesar ekonomi negara..why not just use this opportunity to increase our economy??as we know that half of the money is used for public interest.lg pun myk da berkurang(one of the major factor price increase).
persoalannya..kenapa perlu kita melihat minyak sahaja sebagai measures untuk negara kite sdgkn byk lg aspek len yg mempengaruhi ekonomi negara..sebg contoh Felda Holding..npk simple..tp tahukah anda keuntungan Felda juga lbh kurang sama dg Petronas??kenapa kita tidak mempertikaikn bonus yg diberi oleh govt kepada peneroka sdgkn hrga geth semakin meningkt naik??sedgkn keuntungan itu didapati dr sub2 company..who will be furrered??the labours…
Mahukan perubahan??berkata memg senang..sementara menunggu esok..sy masih lg terfikir2 saper yg patut diundi

but should we waste all the money that we have? with the rising costs of oil rigs and other associated costs involved in explorations, petronas needs more money to carry out its projects. do you know that close to half of its profits have gone to government? Yes we have money but half of it has been given to government..should we extract more money from petronas?

just be honest to ourself, what if spend all of our salary every month? and what if the salary does not increase every month while your cost of living increases such as higher housing rental, travelling costs, clothing and food. Where are you going to find the extra money?

Do you know that our resources are depleting thus as a consequence our “salary” in the longer term will also decrease? Decreasing salary with increasing cost of living? This is putting your livelihood in jeopardy!

The truth..you are saying that tiada halangan dari kerajaan? sebenarnya ada tp jika you are the government you know it’s difficult to control everybody..enforcement must be good. they tried to control prices of goods through putting certain items under control.

Tell me if you can control prices of goods sold in Malaysia FULLY.
One economic mechanism to let the “invisible hand” to do this job is by having low prices hypermarket such as Carrefourre, Giants and Tesco so ppl can “boycott” those places that jack up their prices.

Then again market is not perfect, small traders may be affected..but this is a separate issues altogether..

The world is not perfect “The Truth”! we can only hope for the best..but doing something easy that is obviously against common sense such as taking more money out of petronas is purely syok sendiri!

I did agree with fayz n robotic..whatever it is dlm pilihn raya jgn biarkn emosi sebagai arus untuk memilih..think first..buat analisa spt yg dilakukn oleh vivienne, fayz n robotic..kiter kumpulkn sumer information..then br wat decision..
as a profesional person..and generasi muda..kiter sepatutnyer bersama2 memikirkn kemajuan and memperbetolkn kelemahn yg sedia ada pd agama, bgsa n begara..jgn terlalu terus menuding tgn tunjuk sape yg betol sape yg salah..bg sy kedua2 parti ad betol..and ade salahnyer..kedua2nyer are not perfect.for the oil issue sy rs 3/4 dr ape yg dikatakn oleh fayz and viviene betol..ape yg kerajaan wat skg nih starting 26 Feb 2006 (pengisytiharan kenaikan hrga myk kepada 3osen), perlu tuk kenaikn due to international price hike, otherwise it will distort our economy..but the way to increase must be slowly and follow the reasonable income percapitta of our country..jgn terlalu mendadak..pasal projek besr yg govern da wat..think in negative way..
we see that govern da membazir but if we think in positive way..we see now how many our people yg blh dpt keje kt situ especially to our undergraduate yg byk memgaggur..whatever it is..that is life when people hold high position or when money is there in front of them..kalu x kuat iman they will lost..and suapan pon bermula la..sememgnya manusia itu sendr yg tlh lari dr objektif sbnr..bknnyer parti itu sdr..sdgkn kedua2 matlamt untuk semua prty adalah yg baik2 belaka..sekian..

SOMEONE LIKE YOU (song by Van Morrison)

I’ve been searching a long time
    For someone exactly like you
I’ve been travelling all around the world
Waiting for you to come through
    Someone like you make it
    All worthwhile
    Someone like you keep
    me satisfied, someone exactly
    like you….

I’ve been travelling a hard road
Looking for someone exactly like you
I’ve been carryin my heavy load
Waiting for the light to come
    Shining through
    Some like you make it
    All worthwhile
    Someone like you keep
    me satisfied, someone exactly
    like you….

I’ve been doing some soul searching
To find out where you’re at
I’ve been up and down the highway
In all kinds of foreign land
    Someone like you…..

I’ve been all around the world
Marching to the beat of a different
    drum
    but just lately I have
    realised
The best is yet to come
    Someone like you…….
